RFQ's for Architectural and Engineering Services and Civic Center Housing
Town of Ross Releases Two Requests for Qualifications for Civic Center Planning and Affordable Housing
The Town of Ross has released two Requests for Qualifications (RFQs) as part of the implementation of the Town’s adopted Facilities Master Plan and 2023–2031 Housing Element.
Affordable Housing RFQ.
The Town is soliciting qualifications from experienced developers and community-based organizations to design, finance, and construct nine (9) affordable workforce housing units on the northern portion of the Town-owned Civic Center property at 31–33 Sir Francis Drake Boulevard. The project is identified in the Town’s Housing Element under Program 3-A and is intended to provide housing affordable to households earning at or below 80% of Marin County Area Median Income. Statements of Qualifications are due April 3, 2026.
Architectural & Engineering (A&E) Services RFQ.
The Town is also soliciting qualifications from qualified Architectural and Engineering firms to assist with implementation and potential refinement of the Civic Center Facilities Master Plan, including site analysis, schematic design, and evaluation of alternative development scenarios. The selected firm will support the Town in advancing long-term planning objectives for the Civic Center site in coordination with ongoing public processes.
These solicitations represent important next steps in advancing the Town’s adopted planning documents while ensuring thoughtful, community-focused development of the Civic Center site. The Town encourages responses from qualified firms and organizations with demonstrated experience in public-sector collaboration, design excellence, and delivery of small-scale affordable housing projects consistent with Ross’s character and values.
